In his current capacity, he serves as the Chief of Strategic and Capital Planning Branch, responsible for the development and implementation of FEMA’s first strategic planning Branch organized to establish the Real Property Master Plans and Capital Investment Strategy for FEMA’s Real Property Governance Board. These documents establish funding priority of critical real property improvements and or maintenance to FEMA’s entire real property portfolio.

As an accomplished Urban & Regional Planner, has administered programs and federal aid to various organizations, including non-profits, state & local governments, as well as universities throughout the US, Caribbean for over 37 years. He has provided expertise in developing federal grant programs, both construction and non-construction, master planning, and strategies plans for various organizations. He has gained a special expertise in Asset/Capital Management, which includes business recovery/sustainment and operational improvements. He has presented or lectured at many conferences, seminars, to large and small audiences and lectured at universities and governmental gatherings.

Calvin has a Bachelor of Art and Science from Rutgers University and has earned several performance and professional awards, including two-time recipient of the Silver Medal from the US Department of Commerce. He is also a Licensed Certified Grants Management Specialist awarded by the National Grants Management Association, as well as a Deming Institute graduate of their Deming Management Methods program. He is married and has three adult children.
